Mamdouh Elomar is one of three men to be sentenced in Sydney for a $1 million Iraqi bribe.

Two brothers gave in to temptation, inducements and pressure when they paid a $1 million bribe in a bid to gain contract work in Iraq, a Sydney judge has been told.

The company run by the father and uncle of notorious ISIS recruit Mohamed Elomar was in "financial decay" so they sought legitimate work in Iraq, their lawyers said on Friday.

They were making submissions in the NSW Supreme Court at the sentence hearing of the late terrorist's father Mamdouh Elomar, 63, his brother Ibrahim Elomar, 61, and businessman John Jousif, 48, who have pleaded guilty to conspiring to pay a bribe to a foreign public official.
