A man who was high on drugs when he killed his former partner in a horror road crash north of Adelaide has offered a tearful apology to the dead woman's family.

In sentencing submissions in the District Court on Tuesday, Adam James Cocks said the death of Jasmine White, 29, in September last year was the "darkest moment in my life".

"I don't blame anyone for hating me. I wouldn't expect to ever be forgiven," Cocks said in a letter he read to the court.
