Employers are being urged not to cut penalty rates, even if parliament backs the changes.

Federal MPs are being urged to vote against cuts to weekend penalty rates for workers.

Australian Council of Trade Unions secretary Sally McManus says "working people cannot afford or deserve pay cuts".

Federal parliament should reject the changes proposed in February by the Fair Work Commission, Ms McManus told reporters in Melbourne on Monday.
